Understanding WorkCover Medical Certificates And Why Same-Day Access Matters For Your Claim

The WorkCover medical certificate is a piece of paper that will be an important part of your journey with your workers compensation claim. The details of your work place injury will be documented on this piece of paper, which will form part of your workers compensation claim under the NSW workers compensation scheme. Think of this as the piece of paper that you can use to explain to others the details of your work place injury, and the arrangements for your recovery. A certificate that is compliant with SIRA's rules and guidance, such as with the relevant diagnostic codes, recommended treatment and return to work instructions, will assist your claim getting through the system.

TIMING IS EVERYTHING

When it comes to WorkCover claims a delayed medical certificate can lead to payment suspension and a reduction in weekly benefits, as well as significant paperwork that sees the compensation process drag on for much longer. The timing of the medical certificate is crucial, as insurance companies can take advantage of any break in the certificate to stop the payment of compensation and put other entitlements such as treatment on hold. In the event of a workplace injury, the insurance company needs to receive as much medical information as possible in a timely manner in order to pay compensation and organise the treatment the claimant needs. A gap of just one day in the medical certificate can see weekly benefits (compensation) being stopped for many weeks before it is reinstated, which can cause financial hardship in an already stressful time.

Same day SIRA certificates One of the largest burdens on claimants and employers within the WorkCover system is the large amounts of time that is spent dealing with paperwork and administrative tasks. The system currently allows for long lag times between GP visits, SIRA certificate knock backs due to non-compliance of SIRA needs assessments, and numerous visits to a clinic to gain the required documentation for the care needed for a workers compensation injury. Claims Doctor eliminates these long delays due to our telehealth-first model, providing rapid access to specially trained WorkCover doctors that know the documentation required for each of the Workers Compensation Insurers in NSW and therefore will have the Certificate ready to go to the Insurer on first attempt. There will therefore be no disruption to claimant’s income or treatment authorisations.

Eligibility Requirements For Same-Day WorkCover Certificates In NSW

For an urgent WorkCover medical certificate to be provided on the same day at Claims Doctor, the injury or condition must have occurred as a result of an accident at work, or the development of an illness that needs to be treated and you need to be off work. To be covered under the Workers Compensation Act 1987 (NSW) your injury must be a physical or psychological injury that occurs as a result of your work. Examples of when an injury or condition is considered work related include: Physical injuries, psychological injuries caused by a work-related incident, Pre-existing condition made worse by work, Accident at work. The injury or condition must occur whilst at work, or be a direct result of your work.

Documents that are required:

1. A WorkCover claim number that was assigned to you by your employer’s insurance company; or

2. A statement from your employer to the effect that they have reported the injury to the workers compensation insurance company that insures them.

Please select from the following documentation options:

1. Your first Certificate of Capacity: Your employer’s name; their insurance company and a full account of the events that took place including the date, time and how the injury occurred in full detail including the specific time that the injury occurred and the location where the injury occurred.

2. Ongoing claims documentation: Your WorkCover claim number and a list of the most recent treatments or investigations that have been done on your condition.

Claims Doctor’s service is specifically designed for NSW residents with valid workers compensation claims. The telehealth consultation model requires you to have access to a smartphone, tablet, or computer with video capability and a stable internet connection for the secure video consultation. You must be physically located in New South Wales at the time of consultation, as medical registration and prescribing authorities are jurisdiction-specific. Patients requiring physical examination for complex diagnostic procedures, surgical assessment, or conditions where clinical limitations of telehealth would compromise care quality may be referred for in-person assessment by an appropriate specialist.

This service is ONLY available to residents of NSW with an active Workers Compensation claim. Please note: Access to our telehealth consultations require the use of a smartphone, tablet or PC with video functionality and stable internet. We require patients to be based in NSW at the time of the consultation as medical registration and prescribing is location specific to state. We reserve the right to request patients attend in clinic for assessment of conditions requiring a full clinical assessment due to limitations of telehealth that may result in suboptimal clinical assessment or the requirement for specialist level review and examination prior to progression of care.

Please note that the services that the Claims Doctor provides are strictly medical and are limited to assessment, certification and treatment coordination. They have no involvement in the claims process and therefore do not engage in claims management or provide legal advice. Should the claim be disputed, rejected or the individual requires advocate assistance with the insurer or SIRA, they will need to engage a workers compensation lawyer or claims advocate. The role of the Claims Doctor is therefore strictly that of providing medical reports that will accurately and relevantly detail the individual’s condition, their degree of incapacity and the treatment required, in accordance with the SIRA and the insurers criteria.

Preparing For Your Telehealth Consultation With Claims Doctor

It is very important that you do as much preparation as possible to ensure you utilise the time allocated to your telehealth consultation effectively, and that the final medical documentation is as succinct and accurate as possible. In order to get the most benefit from your time, it is important that all relevant medical information in relation to your Workcover claim is available for consideration. This would include for example, any ED records, X-ray reports, MRI reports, CT reports, pathology reports, medical certificates and treatment records from other doctors. These medical records should be available during the time of your assessment to allow a full clinical assessment to occur in line with accepted medical practice and for appropriate management to be proposed.

Your Workplace Injury – Details to Note Each workplace injury is different, so record as many details as possible about the injury that you have suffered: The exact date and time that the injury occurred; The work that you were doing at the time the injury was suffered; How the injury was suffered (i.e. mechanism of injury, for example falling over or lifting heavy weight); Who if anyone witnessed the injury; Did you advise anyone at your workplace immediately following the injury happening and if so who and when; Your health providers’ record of the condition/s suffered following the incident and if any treatments are required; For psychological injuries – specific events/ circumstance at work and the date/s that these occurred with a record of each specific incident where possible as well as details of any actions taken internally to the workplace to address the impact of these incidents. Detailed records as described above are very important in order to meet the SIRA and the Insurer’s documentation and presentation requirements.

PLEASE BE AS DETAILED AS POSSIBLE: FOR EACH SYMPTOM

LIST:

1. Where it is occurring

2. What the intensity of the symptom is

3. How often it is occurring

4. Any impact on activity and/or work capacity (list specific limitations – example: “I have sharp pain in my lower back when I bend forward, cannot lift over 5 kg without significant pain and cannot sit for longer than 20 minutes without needing to get up”.)

Providing detailed information will ensure that the doctor has specific information to assign a work capacity rating and corresponding medical restriction(s) that the insurance company will honour and document appropriately. Make sure your technology is ready for use before your appointment. We need to do a couple of simple checks of your video and audio. This involves making sure that you have enough light in the area you are going to be treating as well as sitting in a quiet private room where you can talk about your condition in an unhindered manner.

You can test your microphone and speakers using the online application at vocaroo. You will need to have the number of your claim, the names of your employer and your insurer as well as details of any medications that you have been prescribed in relation to your condition. Providing these details shows that you are taking an active role in your rehabilitation which is crucial to obtaining the quality of care that you are entitled to under WorkCover. We recommend testing your mic and speakers with a great free online tool called vocaroo.

The Step-By-Step Process To Obtain Your SIRA-Compliant Certificate

Step One: Booking Your Same-Day Consultation This process starts with logging into the Claims Doctor booking system via our website at claimsdoctor.com.au. Choose an initial consultation if it is your first visit, or a follow up consultation if you are an existing patient and need to have your certificates renewed or reviewed. Same day appointments are usually available and you can arrange a time that suits you with no long waits like you experience at a GP or hospital. You will be required to give some basic contact information, details of your claim and a brief description of your condition/injury.

Step Two: Pre-Consultation Information Submission Once your booking is confirmed you will be given a secure link through which to enter your medical history, current medications, previous treatment etc. All of the information you submit will be reviewed by your assigned physician before your consultation so they are fully prepared to undertake a detailed and informed clinical assessment during your 20 minute video consultation. To make the most of your time in the 20 minute detailed doctor consultation, the pre-consultation information form is designed to be clinical, enabling a rapid and efficient use of the time for examination, planning of treatment and discussion of any other matters you may wish to raise.

Step Three: Secure Telehealth Video Consultation You will then connect via the secure encrypted video platform, at the scheduled appointment time, with your Claims Doctor physician. The Claims Doctor physician will fully document a detailed history, assessment of your symptoms, functional capacity and reviews all previous medical documentation related to the Workplace Injury. As workcover and workers compensation specialists, our doctors are acutely aware of the distinct differences between the practice of workcover and workers compensation medicine and general practice, and will take full account of the necessary clinical and documentation requirements to ensure that all SIRA and insurer requirements are met.

Step Four: Treatment Plan Development And Certificate Generation Following discussion of the assessment findings, your doctor will work in conjunction with you to develop a treatment plan tailored to your needs to treat your condition, facilitate your recovery and assist you to understand the return to work process. The plan may involve management of your medication and any specialist or allied health care required (e.g. physiotherapy or psychology) as well as further investigations and any workplace adaptations or restrictions required. Your SIRA compliant medical certificate will be issued immediately following your appointment, and will be fully documented with the appropriate ICD9 diagnostic codes, any required work capacity determination, and all statutory documentation.

Step Five: Your Certificate Will Be Available for Electronic Distribution Immediately After Your On-line Medical. Your certificate will be available in an electronic format for immediate and secure distribution to your employer or insurance company within a few hours of a face-to-face medical examination (please note that the issuing of certificates is a professional medical responsibility and therefore takes precedence over any other communication). Your medical certificate will always contain all of the required fields of information required by the NSW WorkCover authority for the certification of lost income claims. The medical certificate will use medically appropriate terminology and will strictly adhere to the guidelines provided in relation to the certification of lost income that has been set by the WorkCover authority and the major Insurance Companies. The provision of a medical certificate without delay following a workplace accident or the onset of work related illness, is critical to the maintenance of payments being provided by an Employer or Insurance Company. Payment stoppages inevitably occur if a medical certificate cannot be issued or is late and has to be re-submitted in an attempt to comply with the standards now expected for the documentation of lost income.

What Happens After You Receive Your Certificate And Next Steps For Your Claim

Upon being awarded a SIRA compliant medical certificate, it is important that you fast track its presentation to your Employer and WorkCover Insurer, as outlined in the Conditions of the award of your claim. Most insurers have time frames for the presentation of medical certificates for continuing entitlements of weekly compensation. Medical certificates for presentation to the Employer and WorkCover Insurer, should be presented, through the Employer’s reporting channels, with a record kept of all presentations and any acknowledgement by the Insurer. Where a certificate is presented electronically, an automatic read receipt or an acknowledgement of reception of that certificate should be requested and in any case, within the time frame for presentation of certificates as outlined in the Conditions of the award of your claim.

A Medical Certificate is a document that describes your capacity for work at the time it was issued and is used to calculate your compensation entitlements during the certified period. It is important to read and understand the restrictions and recommendations in relation to any proposed work, graduated return to work, and the length of time the certificate has been issued for. If the proposed duties provided by your employer are within the capacity described in the certificate, you will be required to carry out the work as part of your return to work activities under workers compensation legislation in NSW. A medical certificate provides a clinical basis to prevent you from being required to perform tasks which are beyond your current level of physical ability.

To ensure the best possible progression with your claim you are required to participate in regular reviews. Claims Doctor can arrange a follow-up consultation to provide you with a renewed certificate, to change your treatment plan and to provide a clinical review when required with much greater speed than in the public hospital system. To avoid having your claim payment stopped engage in a follow-up consultation before your current certificate runs out. The purpose of the follow-up consultations will be to assess the doctor’s opinion of the claimant’s progress, to change any aspects of their treatment, to review any decisions made about the claimant’s work capacity based on the rate of improvement of their condition, and to refer to any specialists or allied health that are required to manage the complex needs of the claimant.

Any requests for referrals to specialists or allied health will be incorporated into your individualised treatment plan. These requests will be done through WorkCover. Your Insurer needs to approve requests for specialist consultations and ongoing allied health after the initial session. Claims Doctor will arrange all necessary medical notes and referrals to facilitate this. However, you must liaise with your case manager so that all approval is obtained prior to any scheduled consultations. Untreated as a result of an un-approved visit can potentially incur personal costs.

Please keep your Claims Doctor Physician up to date with any change in your condition or any issues you have with your treatment or return to work. Claims Doctor offers you a Personalised approach to your care that will continue throughout your recovery until your return to work is safe and the WorkCover claim is finalised. Our doctors are aware of the requirements associated with a WorkCover claim and understand the need to promote your medical entitlements within WorkCover requirements. Accurate and timely medical certification of your condition and a compliance with your individualised return to work program will prevent the need for unnecessary delays, will maximise your chance of a successful return to work with optimal rehabilitation of your injury and thus protect your entitlements under the NSW workers compensation laws for as long as possible.
