What Is a Return to Work Plan?
A return-to-work (RTW) plan is a structured plan developed by your doctor that outlines how you can progressively return to your normal work duties as you recover from your injury. It is a mandatory component of your Certificate of Capacity and is used by your employer and insurer to coordinate suitable duties and support your recovery.
Under the NSW workers compensation system, the focus is on what you can do — not just what you can't. A well-written RTW plan identifies modified or alternative duties that match your current capacity, with clear timelines for progression.
Why Return to Work Plans Matter
Research consistently shows that early, safe return to work leads to better recovery outcomes for injured workers. Prolonged absence from work is associated with worse physical and psychological outcomes. A good RTW plan protects your health while keeping you connected to your workplace.
From a claims perspective, your insurer uses the RTW plan to determine whether suitable duties are available and whether you are cooperating with your return to work. An unclear or impractical RTW plan can create disputes between you, your employer, and your insurer.
What Claims Doctor Includes

- Specific restrictions: Clear, measurable restrictions (e.g., "no lifting over 5kg", "limit sitting to 30 minutes at a time") — not vague statements.
- Suitable duties recommendations: Types of work you can perform within your restrictions.
- Hours and duration: Recommended hours per day/week, with graduated increase plans.
- Review timeline: When to reassess capacity and progress restrictions.
- Treatment plan: Physiotherapy, exercises, or other treatment that supports your RTW goals.
